Naceu en Gales en 1941. Foi profesor na Universidade de Reading, unha das institucións inglesas máis prestixiosas nos estudos de lingüística. É o principal responsable de The Cambridge Encyclopedia of Language (1987) e a súa obra abrangue títulos en case todos os eidos dos estudos lingüísticos. Sempre atento ás necesidades e ansiedades comunicativas do mundo actual, nos últimos anos dedicou unha boa parte dos seus esforzos a investigar sobre o xogo lingüístico en Language Play (1998) e sobre a lingua como vehículo de comunicación na rede en Language and the Internet (2001). En 2003 apareceu en galego A morte das linguas, un diagnóstico preciso sobre a situación das linguas en perigo.
